Ending Violence Against Children pledging process
In 2024, over 100 governments pledged concrete action for child protection at the first Global Ministerial Conference on Ending Violence Against Children (EVAC).
The Conference was a milestone in shaping a collective framework to end violence against children. It was a historical moment that recognized the global scale of the issue, the urgent need to invest in child protection and wellbeing, and the power of evidence-based, high-impact solutions, including: parenting and caregiver support, safe and nurturing schools, and strong response and support services.
Of the 60 countries represented in this 2026 version of the index 44 made pledges at the EVAC Ministerial:

Survivor activists, civil society, youth advocates, and policymakers around the world use the Out of the Shadows Index to hold governments accountable and drive action. They use it to inspire strong national pledges at the 2nd Global Ministerial Conference on Ending Violence Against Children (EVAC), in pursuit of achieving UN Sustainable Development Goal 16.2: ending violence against children by 2030.

We broke the GUINNESS WORLD RECORDS™ for the most countries represented at a childhood violence summit! With 120 governments attending, this first ever Global Ministerial Conference on Ending Violence Against Children was the largest organized event to address this issue on a global scale. Most importantly, as a result, we also broke the world’s record of inaction against childhood sexual violence.
